The Friuli Venezia Giulia Region has a coordinated system of incentives, which supports businesses in a simple and transparent manner, operating within guaranteed timeframes and through digital procedures.

The Friuli Venezia Giulia Region supports the businesses of its territory, both through the support of industrial research projects, experimental development and innovation, and through actions aimed at improving competitiveness.

Subsidised financing

To support their investment programs, enterprises can access subsidised financing.

Small and medium-sized enterprises can access credit facilities for investment programs of up to 15 years through the FRIE program.

Thanks to the "Sabatini" Law, SMEs can receive subsidised financing for the purchase or lease of new machine tools or production equipment for a duration of more than 12 months.

Through the Development Fund, grants are made available for the implementation of investment and business development initiatives regarding:

  • The creation of a new factory, the extension or diversification of an existing factory
  • The acquisition of assets directly related to a factory
  • Business development and consolidation, such as replacing machinery, installing energy-saving plants or modernising the facilities of an existing plant

Participating loans are also granted for the capitalisation of companies incorporated in the form of share capital companies or directed to the recapitalisation of share capital companies.

Tax incentives

IRAP tax breaks currently adopted by the Region, include, under certain conditions, several reductions of the ordinary rate for:

  • new companies and companies moving their production facility to Friuli Venezia Giulia (IRAP is 0% for the first three years and -2.9% for the two following years)
  • companies engaged in research and development (-0.40%)
  • small businesses and professionals (-0.92%)
  • companies operating in mountain areas (IRAP is 0%)
  • new artisanal firms registered with the Artisanal Firms Register (-0.73%)

The Friuli Venezia Giulia region boasts an extraordinary system of businesses, infrastructures, production chains and clusters. A "knowledge system" and a tradition of cooperation with neighbouring regions and beyond, which make Friuli Venezia Giulia an area that is distinguished, also at European level, by the excellence of its research and innovation and which hosts internationally renowned science and technology organisations on its territory. That is not all. The Region is a unique territory for its cultural, natural and landscape heritage, from the Dolomites to the sea, and its world-famous food and wine proposals.

 

Friuli Venezia Giulia is one of the 65 European regions classified as "Strong Regional Innovators", thanks also to the high number of patent applications submitted and to SMEs that apply innovation to their products, processes, marketing and organisational structure. The Region also has high percentages of people who have a university degree and excels in public and private spending on research, development and innovation. Significant is the high concentration of researchers compared to the population and the presence of foreign students, researchers and teachers.

To foster the valorisation of the scientific potential for economic and social purposes, the Scientific and Innovation System (SiS) of Friuli Venezia Giulia aims at establishing a "Science Network of Excellence" for the development of the territory. The Region hosts multi-sectoral science and technology parks such as the AREA Science Park, member of OpenLab network and other innovation mediators and certified incubators such as the Luigi Danieli Science and Technology Park in Udine, the Pordenone Technology Centre, the Innova FVG Consortium and BIC Incubatori Srl.

Other entities contribute to creating this very favourable environment for the development of innovation and technology transfer, such as the Universities of Trieste and Udine, the Higher International School of Advanced Studies (SISSA), the MIB School of Management of Trieste, the ELETTRA Sincrotrone Trieste Research Centre and a wide range of top level, also internationally, research organisations working mainly in the fields of life sciences, physics, mathematics, environment, engineering, and human and social sciences.

 

Friuli Venezia Giulia is an autonomous region in the Northeast of Italy, located in the heart of Europe and overlooking the Adriatic Sea, which plays an important role in connecting the Mediterranean area to Central and Eastern Europe.

The region is crossed by important communication routes connecting the ports on the Adriatic Sea to Northern Europe and Western Europe to the Balkans. Rome, Milan, Vienna (Austria), Munich (Germany), Zurich (Switzerland), Budapest (Hungary), Bratislava (Slovakia), Prague (Czech Republic), Ljubljana (Slovenia), Zagreb (Croatia) are all less than 500 km away.

The infrastructural system of Friuli Venezia Giulia consists of over 466 km of railway lines, an airport with an intermodal terminal that is being created for the air-road-rail interchange, a motorway network connected with the Austrian and Slovenian road systems, the freight terminals of Trieste-Fernetti, Sdag-Gorizia, Cervignano del Friuli and Pordenone and three ports, a large one in Trieste, equipped with shipyards, an industrial terminal, an oil terminal and docks equipped for ro-ro ferries, container traffic, a passenger terminal for cruise ships and a passenger station for hydrofoils and short-haul ferries. The port of Monfalcone is characterised by the traffic of goods at the service of the national and regional production sector, as well as by the increasing traffic of cars and the presence of one of the most strategic Italian plants of Fincantieri dedicated to the construction of the latest cruise ships, while Porto Nogaro’s main activity is related to raw materials and semi-finished products for the companies of the Aussa- Corno but also of other regional industrial zones.

The Region promotes the creation of ecologically equipped industrial areas (EEIAs) in order to combine competitiveness, planning and environmental protection. EEIAs are aimed at the promotion and development of artisanal and industrial activities, whose processes are managed as an overall territorial system, in order to guarantee, in the perspective of sustainable development, a high overall environmental quality together with the support, consolidation and improvement of the competitiveness of the regional production system.

The Industrial Consortia and Local Economic Development organisations promote the implementation of integrated and unified infrastructures and services, designed to ensure the prevention of air, water and soil pollution, the protection of health and safety, the reduction of environmental pressures, the sustainable use of resources, as well as sustainable logistics, accessibility and internal and external mobility.

In addition to the presence of three universities and higher education centres, the professional training system in the region is completed by 4 Higher Technical Institutes, which develop training courses in the fields of Made in Italy products, Mechanical and Aeronautics, Information and Communication, Life Technologies and Sustainable Mobility.

There is also network of higher education institutes, technical and commercial centres and vocational training centres, working closely with the entities managing the regional clusters and industrial development consortia. The Autonomous Region of Friuli Venezia Giulia also collaborates in the implementation of training projects aimed at meeting the needs of the labour market and providing qualified training for the effective deployment of human resources in the territory.
